An Advocacy Organization seeks a passionate and mid-level Employment Policy Attorney who will report to the Senior Employment Law Counsel and State Policy Director. The Employment Policy Attorney will engage in legislative and administrative advocacy at the state and municipal levels focused on protecting and expanding the rights of domestic workers. They will also provide legal support and strategic advice to support NDWA campaigns around the country on legal and policy matters affecting domestic workers in the workplace, including the enforcement and implementation of existing and new rights, such as Domestic Worker Bill of Rights (DWBOR's).

Primary Roles & Responsibilities:
  • Provide legal and policy support to the State and Municipal Organizing and Policy Teams. In collaboration with the Senior Employment Law Counsel, provide technical support to NDWA organizing and campaigns led by both NDWA Chapters and affiliates. This position will focus on administrative and legislative advocacy in various states and cities, including to coordinate policy and legal efforts to effectively enforce existing DWBOR's.
  • Analyze federal, state, and local employment and labor-related legislation, proposed rules and guidance, and litigation, including drafting appropriate responses in the form of testimony, agency comments, letters, and amicus briefs.
  • Identify systemic problems through our enforcement and implementation work and participate in advocacy efforts to advance a domestic worker agenda on local, state, or federal levels.
  • Research and draft policy and research briefs for diverse audiences to advance NDWA policy priorities.
  • Develop community education and outreach resources and support NDWA Chapters and affiliates to implement strategic enforcement programs.
  • Provide legal and techical assistance to NDWA Chapters and affiliates' via legal clinics and/or enforcement programs
  • Advise and support NDWA campaigns and Field teams when needed.
  • Participate and assume strategic leadership roles in state and municipal coalitions, partnerships and other collaborative efforts.
  • Develop best practices for enforcement and implementation of DWBOR's; share best practices with NDWA staff, affiliates and coalitions..
  • Participate in staff meetings, staff study, and staff retreats.
  • Attend supervision meetings and complete workplans and reports in a timely manner.

Qualifications:
  • B.A/B.S. and J.D. degrees. Bar membership required. New York, New Jersey, Washington, D.C., or Virginia bar license is a plus.
  • Minimum 3 to 5 years of legal experience, with substantive experience in employment/labor law.
  • Litigation and/or administrative advocacy experience in any of the following areas: wage and hour law, employment discrimination/harassment, health and safety, workers' compensation, unemployment insurance and/or family or medical leave rights.
  • Excellent research, analytical, written, and oral communication skills
  • Experience analyzing impact of laws, regulations, and legislative proposals.
  • Alignment with NDWA's vision and values, including a commitment to economic, race and gender justice.
  • Familiarity with the domestic worker sector and issues facing domestic workers and other low-wage and immigrant workers.
  • Proven ability to learn quickly, work independently, meet multiple deadlines with a keen attention to detail.
  • Ability to work and collaborate with diverse staff in person and remotely and as part of a high-performing team, in a fast-paced, experimental organization.
  • Strong organizational skills, and creative problem solver
  • Bilingual in Spanish is a plus, but not required.
