Summary:
This position is located within A Government Entity, Office of the General Counsel (GC) in Washington, D.C or Albuquerque, NM. The individual selected for this position will serve as an attorney responsible for professional legal staff work, legal advice, and counsel in areas of law and legal procedures arising out of A Government Entity programs, projects, and functions. The primary area of law that the attorney will be responsible for is appropriations/fiscal law.

Duties:
As a General Attorney, you will:

Prepare legal memoranda presenting conclusions and recommendations for the solution of problems and addressing the ramifications of various courses of action.
Gather and analyzes facts, determines the issues involved, performs research of applicable laws, Executive Orders, regulations, policy statements, legal opinions and decisions, Comptroller General decisions, and administrative opinions in order to develop the legal background to recommend policy decisions to the appropriate A Government Entity management and staff.
Represent the agency in discussions with representatives of Programs, elements and Site Offices, federal agencies, and state and local governments to explore problems and the ramifications of proposed courses of action in specifically assigned matters to interpret statutes, regulations, and DOE/A Government Entity directives and legal instruments.

Qualifications:
Specialized Experience Requirements
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower A Government Entity Demonstration Project pay band, NQ-02 or GS-12 grade level in the Federal service. Specialized experience for this position is defined as: Providing legal advice and counsel to officials, employees, company or entity in performing professional legal staff work and counsel in areas of law and legal procedures pertaining to one or more of the following: federal appropriations/fiscal law, legislative law, ethics, and national security issues. Reviews and drafts contracts, pleadings, briefs, legal instruments, memorandums of law, legal opinions, regulations, management directives, letters, and other documents of legal significance and impact.

Examples of Specialized Experience:

Works with considerable independence in investigating the facts, researching legal precedents, defining the legal and factual issues, drafting the necessary legal documents, and developing conclusions and recommendations.
Demonstrated experience with fiscal law statutes, including the Anti-Deficiency Act, the Economy Act, and annual appropriations acts
Familiarity with guidance related to fiscal matters, including the Government Accountability Office's Principles of Federal Appropriations Law, Comptroller General opinions, and Office of Legal Counsel opinion.
Has experience in drafting legislation and/or reviewing draft legislation providing advice related to appropriations/fiscal law, drafting legislation, and/or providing advice related to federal ethics, such as the Standards of Conduct for federal employees.

Education:
This position has a positive education requirement.
