As a member of An American Non-Profit Membership Organization's International Legal Consortium (ILC), the Legal Advisor will provide legal support involving legislation, regulations, and litigation at the country, regional and international levels as well as engage in legal capacity building initiatives. The Legal Advisor will analyze existing policy measures, review draft legislation or regulations, and support all aspects of the ILC work. S/he will work directly with An American Non-Profit Membership Organization's country and regional teams and partners to ensure the effectiveness of national legislative and litigation strategies. A key responsibility of the role will be the development and management of global legal and policy materials and resources essential to the ILC's function of providing expert technical assistance and resources to tobacco control lawyers and advocates.

This position reports to the Vice President, International Legal Consortium.

What You'll Accomplish:
Working with other ILC lawyers and An American Non-Profit Membership Organization international staff:
  • Engage with and learn all aspects of tobacco control law and policy that the ILC supports in the global effort to reduce tobacco use and nicotine addiction, including measures contained in the WHO Framework Convention on Tobacco Control (WHO FCTC), its implementation guidelines and decisions adopted by the WHO FCTC Conference of the Parties.
  • Contribute to the growth and maintenance of the ILC's website Tobacco Control Laws (www.tobaccocontrollaws.org), which contains an inventory and analysis of countries' tobacco control-related legislation and litigation from around the world.
  • Conduct legal and policy research and maintain a library of global regulations related to tobacco and nicotine products.
  • Support one or more of An American Non-Profit Membership Organization's multi-disciplinary country or regional teams.
  • Provide legal analyses of legislation and regulations, as well as other initiatives at the country level on an ongoing basis.
  • Assist with the drafting of legislation or regulations and provide continuing assistance as the draft is modified or changed by the government.
  • Review tobacco industry draft proposals and provide analyses and responses to weak provisions or loopholes created by the industry.
  • Provide analysis of and support on in-country litigation involving tobacco control.
  • Review documents or briefings for legal accuracy.
  • Maintain sample legislation for use as a tool for those considering legislation for the first time or for comparing weaknesses in specific provisions.
  • Plan and participate in workshops and trainings to enhance in-country legal capacity for tobacco control.
  • Manage the ILC's secure web-based forums for lawyers involved in tobacco control policy.
  • Provide other proactive and reactive legal services related to tobacco control as needed by the ILC and An American Non-Profit Membership Organization.
  • Supervise the work of consultant lawyers, as needed.
  • Provide input to An American Non-Profit Membership Organization reports to donors and other administrative tasks.

Skills You'll Bring to The Role:
  • A Juris Doctor Degree (or the Equivalent First Level Legal Degree Awarded by A Law School Accredited by The National Authority Responsible for Accreditation).
  • Two to four years of legal, legislative, and/or international experience in tobacco control, public health, environmental, consumer, human rights, or similar public interest legal fields.
  • Demonstrated legal, analytical and policy advocacy skills.
  • Excellent writing and research ability.
  • Demonstrated ability to work well on a team.
  • Demonstrated attention to detail.
  • Demonstrated excellence in communication and in working with people from diverse cultures and countries.
  • Excellent organizational skills and ability to balance and prioritize multiple assignments in a fast-paced, team-based, and changing environment.
  • Experience with building capacity/training of government staff and advocates on public health, environmental, human rights, or consumer legal issues in a sustainable way is a plus.
  • Experience working with web-based platforms or applications is a plus.
  • Litigation experience is a plus.
  • Fluency in English is required. Fluency in other UN languages is a plus.
  • Experience living and/or working in a low- or middle-income country is a plus.
  • Ability to travel internationally is required.
